Research Proposal on Outsource Cafeteria

The cafeteria services (K-12) of the Plante and Moran company have been under debate for some good time. The outsourcing of the cafeteria or its internal upgrade depends on several issues. Some of these issues are so urgent and require quick and permanent solutions. They include: the control of health care costs; employee’s health that has been threatened by lack of exercise, smoking, stress, and obesity; and the lack of the company’s ability to meet its health care costs. All these factors put the company under serious search for solutions. Over the last few years, the cafeteria has undergone through numerous changes of both administrative and legislative concern in order to find long lasting solutions for the above issues. Most of the changes have been quite open to make the cafeteria services more flexible and attractive to employees. The recent legislative changes, however, have created a very big impact. The optional services include: the over-the-counter drugs which are permitted and excluded for tax; the permission of dependents, including students, to be entitled to take part in parents’ cafeteria plans with Dependent and Medical Care Flexible Spending Accounts (FSAs). The extended repayment period has also extended the time limit for incurring the medical and dependent expenses. The 2008 Heroes Assistance and Relief Tax Act give tax benefits to individuals in the military. This act allows for the amendment of the cafeteria laws to enable the workers have an active responsibility for at least 180 days. This report evaluates the above factors and gives a recommendation on the possible ways forward. Summary For proper control of the health care costs, the company needs to control the obesity threats associated with the fats and calories in the cafeteria’s menu and provide proper equipments for exercise. This can be achieved through: Creation of an onsite workout room for the employees Contracting a local gym for the development of an employer-sponsored program for the employees Analysis The data used in this research is purely secondary information. The information has been collected from various sources including the cafeteria plans of 2009 and the Decision Support (EPSI). In the analysis of this data, a menu of fully integrated support features, including costing, product line analysis, productivity, operational budgeting, and capital budgeting have been considered. A similar criterion was used all through in the analysis so as to limit error chances that could arise. Findings For the two possible options, the strengths and weaknesses were established and listed below using the costs and convenience as the measuring factors. The creation of an onsite workout room for the employees required that huge sums of money be put aside for the construction purposes. The equipping of this facility also required large sums of money. Both the construction and equipping of the Onsite Workout Room must be done at once implying that employees would be constrained to cater for the additional expenses which might not be possible. On the issue of convenience, the onsite workout room may not favour employees so mush. There are possible cases of employees not accessing it during non-working hours and weekends. It can also be quite tricky for family members to use the same facility. However, the onsite workout room encourages employees’ unity, uplifts their happiness and promotes their solidarity as workers. When a local gym is sought, an Offsite Workout Room results. In such a case, the company would not be constrained to cater for the construction costs. Also, there would be no need for equipping this facility as all the costs are incurred by the contracted firm. Members would only be required to give some annual subscriptions, which in real sense, is negligible compared to te amount required for the construction purposes. On the issue of convenience, the Offsite Workout room may favour the employees so much. There are high chances of this facility operating during both working hours and non-working hours including weekends. There is also possibility of the family members using the same facility. Finally, this arrangement may lead to employee’s happiness as they can move to the gym with the family members under no or limited restrictions. The access to the facility is also not restricted.

It Was Just The Second Week Of School, And I Had Mustered Up All My Co

It was just the second week of school, and I had mustered up all my courage to venture to the nether regions of our school known as the basement to attend the first meeting of the newly forming FIRST (For Inspiration and Recognition of Science and Technology) robotics team. When I walked into room one, the newly proclaimed FIRST headquarters, I looked around with apprehension, and I noticed that I did not recognize a single face in the room. Nervously, I took a seat, and Mr. Mothersele, the advisor for the program began describing the program. FIRST is a national engineering competition in which partnerships are formed between local businesses and high schools to design and build a robot-like machine from identical kits of parts supplied by FIRST. The team has about six weeks to build the machine which must be able to compete in a timed sporting event. As soon as I saw the video of the students working and competing with the robots, I was hooked. The program seemed tailored to my int erest in math in science and to my competitive spirit. I couldn't resist the opportunity. As a shy and relatively inexperienced freshman, I signed up for the program as the only underclassmen on the team of ten students. I bumbled along, learning about design and how to use the machines. I made my full share of mistakes and then some, but by the end of the program, I was gaining some real experience. Although our robot did not fare very well in the competition our first year, my learning process was underway, and I knew that I had found my place. The second year of the competition, I was only one of two returning students. I took an active role in recruiting new students, and our membership doubled. It was a complete role reversal for me because all of a sudden I was the experienced team member. We finished fifth out of forty teams at the regional competition, and at the national tournament, we placed in the top third. This past year, was the golden year of my FIRST career. In September, I was voted team captain. It was my job to ensure that our team was well organized and that we stayed on task. Our team advanced to the semifinals, where we lost to the eventual National Champion. We finished fourth overall, and it was an incredible success story. Over the summer, I continued to work at school with our instructor to plan for the upcoming year. Next year, I will be team captain again, and we are prepared to continue our success. I have come a long way from the timid freshman who nervously stepped into the FIRST room. As a result of my FIRST experience, I feel comfortable presenting my ideas clearly and convincingly to a large diverse audience. I have grown confidence in my own resourcefulness and problem solving ability. FIRST has taught me to trust my judgment in critical situations. Working with a diverse group of people having a variety of skills strengthened my team working abilities. To be successful, our team had to consider everyone's ideas to produce a winning strategy. During the first two years, I gained the experience and skills necessary to assume the leadership position of team captain. As team captain, I set group goals and formulated strategies to achieve these goals. There are also a surprising number of unpublicized deaths among the inmate population due to drug overdoses that could have been prevented. The public deserves answers to the following questions: 1. In an online article entitled Aiding and Abetting Egyptian Repression, Shadi Hamid, the author, discussed how the United States is able to influence the state of democracy in Egypt. According to this article, the U. S. with its foreign aid has long been funding President Hosni Mubarak's regime. Being America's closest ally in the Middle East, Egypt is actually the second-largest recipient of U. S. aid (Hamid, 2007). However, since January of 2007, Mubarak has been making serious assaults against opposing political parties, particulary the Muslim Brotherhood, which is the largest opposition group in Egptian parliament (Hamid, 2007). This crackdown on opposition party members and organizations strongly contradicts the idea of democracy. In this article, Hamid calls for the U. S. Congress to consider reducing its aid to Egypt or making aid conditional. He points out that the Bush administration has been generous to autocrats for too long and it should start taking serious measures in addressing this threat to democracy (Hamid, 2007). This article can be interpreted in numerous of ways depending on which perspective a reader may be coming from. Based on various analysis tools and different paradigms, a reader can develop his or her own opinion about the article that may agree or disagree to what the author is saying. The author presents a very compelling argument. Although he is clearly not in favor of the Bush administration, this article discusses the issue in Egypt objectively. However, by exposing practices of neglect by the Bush administration, this article may indirectly influence its reader's view of the said administration. Personally, I agree with Hamid. If the U. S. claims to be at the vanguard in upholding democracy, then it should not sit idly while its closest ally and second-largest recipient of its aid curtails the democratic rights of its ctitizens. Preamble to the U.S. Constitution The Preamble to the U.S. Constitution summarizes the Founding Fathers’ intention to create a federal government dedicated to ensuring that â€Å"We the People† always live in a safe, peaceful, healthy, well-defended- and most of all- free nation.  Ã‚  The preamble states: â€Å"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.† As the Founders intended, the Preamble has no force in law. It grants no powers to the federal or state governments, nor does it limit the scope of future government actions. As a result, the Preamble has never been cited by any federal court, including the U.S. Supreme Court, in deciding cases dealing with constitutional issues. Also known as the â€Å"Enacting Clause,† the Preamble did not become a part of the Constitution until the final few days of the Constitutional Convention after Gouverneur Morris, who had also signed the Articles of Confederation, pressed for its inclusion. Before it was drafted, the Preamble had not been proposed or discussed on the floor of the convention. The first version of the preamble did not refer to, â€Å"We the People of the United States†¦Ã¢â‚¬  Instead, it referred to the people of the individual states. The word â€Å"people† did not appear, and the phrase â€Å"the United States† was followed by a listing of the states as they appeared on the map from north to south. However, the Framers changed to the final version when they realized that the Constitution would go into effect as soon as nine states gave their approval, whether any of the remaining states had ratified it or not. The Value of the Preamble The Preamble explains why we have and need the Constitution. It also gives us the best summary we will ever have of what the Founders were considering as they hashed out the basics of the three branches of government. In his highly acclaimed book, Commentaries on the Constitution of the United States, Justice Joseph Story wrote of the Preamble, â€Å"its true office is to expound the nature and extent and application of the powers actually conferred by the Constitution.† In addition, no less noted authority on the Constitution than Alexander Hamilton himself, in Federalist No. 84, stated that the Preamble gives us â€Å"a better recognition of popular rights than volumes of those aphorisms which make the principal figure in several of our State bills of rights, and which would sound much better in a treatise of ethics than in a constitution of government.† James Madison, one of the leading architects of the Constitution, may have put it best when he wrote in The Federalist No. 49: [T]he people are the only legitimate fountain of power, and it is from them that the constitutional charter, under which the several branches of government hold their power, is derived . . . . Understand the Preamble, Understand the Constitution Each phrase in the Preamble helps explain the purpose of the Constitution as envisioned by the Framers. ‘We the People’ This well-known key phrase means that the Constitution incorporates the visions of all Americans and that the rights and freedoms bestowed by the document belong to all citizens of the United States of America. ‘In order to form a more perfect union’ The phrase recognizes that the old government based on the Articles of Confederation was extremely inflexible and limited in scope, making it hard for the government to respond to the changing needs of the people over time.   ‘Establish justice’ The lack of a system of justice ensuring fair and equal treatment of the people had been the primary reason for the Declaration of Independence and the American Revolution against England. The Framers wanted to ensure a fair and equal system of justice for all Americans. ‘Insure domestic tranquility’ The Constitutional Convention was held shortly after Shays’ Rebellion, a bloody uprising of farmers in Massachusetts against the state caused by the monetary debt crisis at the end of the Revolutionary War. In this phrase, the Framers were responding to fears that the new government would be unable to keep peace within the nation’s borders. ‘Provide for the common defense’ The Framers were acutely aware that the new nation remained extremely vulnerable to attacks by foreign nations and that no individual state had the power to repel such attacks. Thus, the need for a unified, coordinated effort to defend the nation would always be a vital function of the U.S. federal government. ‘Promote the general welfare’ The Framers also recognized that the general well-being of the American citizens would be another key responsibility of the federal government. ‘Secure the blessings of liberty to ourselves and our posterity’ The phrase confirms the Framer’s vision that the very purpose of the Constitution is to protect the nation’s blood-earned rights for liberty, justice, and freedom from a tyrannical government. ‘Ordain and establish this Constitution for the United States of America’ Simply stated, the Constitution and the government it embodies are created by the people, and that it is the people who give America its power. The Preamble in Court While the Preamble has no legal standing, the courts have used it in trying to interpret the meaning and intent of various sections of the Constitution as they apply to modern legal situations. In this way, courts have found the Preamble useful in determining the â€Å"spirit† of the Constitution. Whose Government is it and What is it For? The Preamble contains what may be the most important three words in our nation’s history: â€Å"We the People.† Those three words, along with the brief balance of the Preamble, establish the very basis of our system of â€Å"federalism,† under which the states and central government are granted both shared and exclusive powers, but only with the approval of â€Å"We the people.† Compare the Constitution’s Preamble to its counterpart in the Constitution’s predecessor, the Articles of Confederation. In that compact, the states alone formed â€Å"a firm league of friendship, for their common defense, the security of their liberties, and their mutual and general welfare† and agreed to protect each other â€Å"against all force offered to, or attacks made upon them, or any of them, on account of religion, sovereignty, trade, or any other pretence whatever.† Clearly, the Preamble sets the Constitution apart from the Articles of Confederation as being an agreement among the people, rather than the states, and placing an emphasis on rights and freedoms above the military protection of the individual states.

Pius II essays Pius II was born in the Sienese territory on October 18, 1405. Pius studied at the universities of Siena and Florence. He stayed in the city of Florence to become a teacher, although in 1431 he excepted the inventation to be the secretary to Domenico Capranic. Domenico Capranic was the bishop of Ferno and was on his way to the Council of Basel to protest against Eugenius IV. After going to Basel Pius accompanied Capranic on many other adventures. Pius was also sent by Cardinal Albergata on a secret mission to Scotland, and while in Scotland also visited England. When he returned he sided with the council about its conflicts with the Pope. Although he was still a layman he still played a huge role in the direction of the council's decisions. Pius was a very easy going person, he had no strict morals and he wasn't very consistant with politics. In 1445 he went to Germany to assist the pope. He was very sucessfull in this, he helped to resolve the differences between the papal court of Rome and the German imperial electors. In 1447 Eugenius died and his sucssesor was Nicholas V. Nicholas' first act was to make Pius the bishop of Trieste. In 1450 he was sent ambassador by the emperor Fredrick to negotiate his marriage with the princess Leonora of Naples, which was very sucsessfull. Then in 1452 he went with Fredrick to Rome where the emperor married princess Leonora of Naples and was crowned the king of the Romans. On Decemeber 18th 1456 he was created cardinal by Calixtus III. Two years later; 1558 Calixtus III died and on August 10, 1558 Pius became his sucsessor. As pope Pius served the best interests of the church. He was constantly trying for the peace of Christiandom against Islam. He also started a commission for the reform of the Roman court.
